Italy Creates Special Adoption Rules

What Happened

Italy passed Law No. 431 which introduced 'special adoption' (adozione speciale), a new form of adoption that created stronger legal bonds between adoptive parents and children. The law also explicitly granted Italian citizenship to foreign minors adopted by Italian couples.

Impact on Citizenship

Under this law, foreign minors adopted by Italian citizen couples automatically acquired Italian citizenship. This was the first time Italian law explicitly addressed citizenship rights for adopted children. The law only applied to adoptions formally completed within Italy through the new 'special adoption' process.
